Google Ads is generating leads but no sales. Here’s what to diagnose

The Google Ads dashboard looks healthy. Cost per lead is down. Forms are coming in. Sales says the leads are rubbish.

That doesn’t automatically mean Google Ads is failing. It may mean the system is optimising successfully towards the wrong definition of success.

If you tell an advertising platform that a form fill is success, don’t be surprised when it gets very good at finding people who fill in forms.

Why are Google Ads leads not converting into sales?

There are several different failures hiding behind the same symptom: wrong search intent, weak qualification, misleading landing-page promises, poor conversion tracking, slow follow-up, or a sales process that cannot distinguish source quality from handling quality.

Separate them before touching the budget.

1. Check what Google is being told to optimise for

List every primary conversion action. Is each one a genuine commercial signal? Phone-clicks, page views, duplicate form events and low-intent downloads can all make performance look better while teaching bidding systems to pursue the wrong behaviour.

2. Connect advertising to downstream outcomes

A lead is not the finish line. Where possible, track what happens after it arrives: qualified, contacted, appointment, opportunity, sale, revenue. The closer the optimisation signal gets to commercial value, the more useful the feedback loop becomes.

3. Read the actual search terms

Keywords describe what you targeted. Search terms show what people actually typed. Look for informational intent, jobs/careers traffic, support queries, irrelevant locations, consumer traffic in a B2B campaign and adjacent services you don’t provide.

4. Compare the ad promise with the landing page

A high-converting page can still create poor leads if it makes the wrong thing easy. Check pricing expectations, geography, minimum scope, customer type and what happens next. Better qualification can reduce lead volume while increasing revenue.

5. Check the website isn’t losing the right prospects

6. Check the tracking before trusting cost per lead

Should you use AI to qualify Google Ads leads?
